Eligibility
Children, ages birth to 3, who have a 25 percent delay or show a 1. 5 standard deviation below his or her age in one or more of the developmental areas.
A child may also be eligible if he or she has a diagnosed physical or mental disabilities including cerebral palsy and other neurological disorders, spina bifida, Down Syndrome, autism, vision and hearing.

Application process
Children are referred by a pediatrician, neurologist, family physician, public health nurse, or parent.

Home-based therapy program provides early intervention services (Speech, Occupational, Physical, Oral motor therapies, early education, and Family Resource Coordination) for families and children ages birth to three, with a developmental delay or a diagnosed disability including:
- Down syndrome
- Cerebral palsy
- Autism spectrum disorders
