Offers workshops and training, including TTY and iPad training, to interested state agencies and groups about issues among people who are deaf, deaf-blind and hard-of-hearing.

Provides free Telecommunication Relay Service. Distributes specialized telecommunications equipment (TTYs, amplified telephones, telebraille, etc.) and signaling alert devices. Regional service centers for the deaf and hard-of-hearing provide free case management and information & referral to community resources.
