Washington state residents ages 16 and older and their eligible family members.
Have lived in the United States for 5 years or less.
Have not naturalized and have a current entry status as a(n):

- Asylee
- Victim of human trafficking
- Amerasian
- Cuban-Haitian entrant
- Iraqi or Afghan Special Immigrant
