Adults age 55 and older and family caregivers age 18 and older. Caregivers must be unpaid and cannot receive any form of compensation for care provided. Clients must not qualify for Medicaid Services.

TSOA is for individuals who currently do not meet Medicaid financial eligibility criteria but do meet function criteria for care. It supports unpaid family caregivers and individuals who do not have a caregiver, but who live at home to avoid or delay impoverishment while providing support.
